FINNISH DELEGATION
MISSION TO MOSCOW SOVIET CRITICISM INEFFICIENCY CHARGE(Recd. Nov. 1, 10 a.m.) LONDON, Oct. 31. A message from Helsinki states that the Finnish delegation left en route to Moscow to-night. The Government of Finland has requested the evneues not to return until further notice as the “critical situation is unchanged.” The Soviet radio to-day launched a first attack on Finland, declaring that industry was disorganised and unemployed vainly seek help from an inefficient Government.
