RUMANIAN ENVOYS NEUTRAL BALKAN BLOC (Reed. Oet. 30. 9 a.m.) LONDON, Oct. 28. It is reported from Rome that the Rumanian envoys who were recalled from Ankara and from Belgrade conferred with King Carol and leading Ministers on the effect of the British-French-Turkish pact and the possibility of forming a neutral bloc in south-east Europe, and relations between tnc Balkans and adjacent Powers.
A message from Cernauti (northern Rumania) says that sappers arc crec'.ing fortifications all along the German and Soviet frontier. Russian troops are concentrating in East Galicia, particularly at Kolomyja. The concentrations extent to Sniatyn.
