PROSPECTS OF REPEAL BAN ON ARMS SUPPLY (Reed. Oct. 28, !) a.m.) WASHINGTON, Oct. 27. Three significant test votes in the Senate during the debate on the bill revising the Neutrality Act established the fact that the section favouring repeal of the embargo on the sale of arms, has a majority of two to one.

The only important amendments remaining are to provide firstly, to place armed merchantmen in the same category as the navy in American waters, and secondly, to retain the arms embargo.

In the House of Representatives the margin in favour of' repeal of the embargo is believed to be increasing. *
