The Rome correspondent of the Associated Press of Great Britain, says it is reported that representatives of Turkey, Iran, Iraq, and Afghanistan are conferring at Istanbul. They are co-signatories to the Saadabad pact which is designed to prevent Soviet expansion to the Dardanelles and the Persian Gulf. The Istanbul correspondent of the Daily Mail says, that Turkey is reported to have concentrated 300,000 picked troops around the Turkish town of Kars in Asia Minor and the village of Ardahan in Armenia, 40 miles from Kars. Botli centres have figured prominently in previous struggles between Turkey and Russia.

A Soviet Embassy official in Istanbul says, tiia: the dispute concerning Kars and Ardahan can be settled by negotiation. The Russian minority there is well treated. The matter, therefore, should not be a cause for breaking the friendship between Turkov and Russia.
