PROVINCES INSTRUCTED

The president of the Indian Congress has instructed the provincial committees to refrain from violence and aggressiveness. The orders become operative when the Ministries resign, probably next week. The Prime Minister has submitted a motion to the assembly urging the British Government to apply the principles of democracy to India and regard her as an independent nation entitled to frame her own constitution.
