CONFERENCE PENDING (British Official Wireless.) Reed. 2 p.m. RUGBY, Oct. 25. It is understood in London that negotiations are taking place between India arid Ceylon for a conference at Delhi about the third week in November for the purpose of trade negotiations and discussion on questions of emigration, immigration and other outstanding matters of common interest.
