RUSSIAN AIMS

LATVIAN OPINION

DOMINATION DENIED

FINNISH DELEGATION

MOSCOW RECEPTION

(Elec. Tel. Copyright —United Press Assn.) (Reed. Oct. 24, 2.50 p.m.) LONDON, Oct. 23.

A message from Riga states that the Latvian Foreign Minister, M. Munters, in a speech, said: “Neither our talks in Moscow, nor the tenor of our pact with Russia revealed any tendency to domination. The political effoits of Russia and also her Western neighbours are dictated by the desire to kdep out of war. “Our pact is based on the principle of the integrity of Russia’s Baltic neighbours and is necessary for Russia. We could have refused the treaty but it was impossible not to recognise Russia’s interest in our situation. Russia cannot have any interest in Sovietising Latvia, which would be contrary to the desire of our people and would destroy mutual confidence and create complications harmful to Russia’s security. Messages from Moscow state thai the Finnish delegation on its arrival was met by a handful’ of comparatively minor Soviet officials and all the envoys of the Scandinavian States.
