ITALIANS IN LIBYA
SIGNIFICANT REPORT LONDON, Oct. 16. A significant report from Rome says that the scheme for settling Italian peasants in Libya is being continued. It is suggested that this means that the agreement between Italy and Egypt, by which precautionary frontier measures will be relaxed, will be immediately implemented. Observers contend that, as a similar agreement between Italy and France is near completion, it seems certain that the Italian policy of neutrality is being continued.
