The Finnish delegation headed by M. Paasikivi, arrived in Moscow today, bearing counter proposals to Russia’s demands.
The last-mmute inclu:ion' of tl e Minister of* Finance, M. Tanner, the Social Dejnocrat leader, means that every shade of Finnish opinion is represented. M. Tanner and M. Paasikivi were co-signatories of the RussoFinnish Peace Treaty of 1920.
A Finnish Foreign Office communique says that Moscow talks may be extended over two to three days. The culminating point will probably be reached to-morrow.
The departure of the delegation for Helsinki led to renewed tension throughout Finland. Soviet observers are expressing astonishment over the extent and- Thoroughness of the Finnish mobilisation and general preparedness. Soviet warships which have been anchored in Tallinn Bay for over a week have gone to Kronstadt, the Soviet naval base in the Gulf of Finland.
The Berlin wireless to-day stated that three Russian battleships and two cruisers aiitl one destroyer had arrived in the Latvian harbour of Liepaja.
