ARGENTINA-BRAZIL SOVIET PACT SEQUEL (Reed. Oct. 23, 9 a.m.) NEW YORK. Oct. 21. A special correspondent of the New York Herald-Tribune, who has returned after spending six weeks in South America, stated that an_ overwhelming majority of people in the Argentine and Brazil are against participation in war, but they strongly support the Allies. The Russian-German pact has disillusioned the military experts, who had admired the German military efficiency, The consensus of opinion is that a German victory would be a catastrophe for the world.
