U.S. SUBMARINE BAN

PRESIDENT EXPLAINS

(Reed. Oct. 21, 2.15 p.m.) NEW YORK, Oct. 20.

President Itosevclt explained that the ban on belligerent submarines n American waters envisaged territorial waters to the three-mile limit, hut he insisted that it was flexible ind could vary up to hundreds of miles, depending on the circumstances under which the limit was created.

The President declined to discuss the •possibility of placing the same ban on surface warships. He said that submarines and warships are lot alike. It would be like-trying •o add apples to pears.

He said he had no indication that other Pan-American countries would . ’ollow the submarine ban. A message from Quito states that the President of Ecuador has issued a decree in accordance with the Panama declaration defining a safety zone extending from 500 miles seaward, including the Galapagos Islands. The patrol methods are not explained. Echquador has one gunboat and a" few coastguard cutters.
