BELLIGERENT CRAFT DECREE BY PRESIDENT aid in keeping peace (Elec. Tpl. Copyright—United Press Assn.) (Reed. Oct. 19, 8 p.m.) WASHINGTON, Oct. 18. President Roosevelt has issued a proclamation stating that American ports and territorial waters are baired to belligerent submarines, which can enter only in the event of force maieure, such as a storm. The President said he acted under section VIII of the Neutrality Act. He added that it would “serve to maintain peace, protect commercial interests and promote the security oi the United States”
