THIRD POWER RIGHTS ARMY INSTRUCTIONS AMERICAN MARINES POSSIBLE ADDITION (Klee. Ti'l. Copyright—United Tress Assn.) (Reed. Oct. 18, 2 p.m.) NEW YORK. Oct. .17. Mr. Ballet Abend, the Shanghai correspondent of the New York Times, submitted a series of questions to high Japanese Army circles, a summary being as follows: — Question: What is the future policy of the Japanese Army towards numerous American and other third-Power missionaries in the interior of China? Answer: New orders were recently issued to commanders especially to safeguard such, and a bureau has been established to investigate losses and arrange possible compensation. What would be the Japanese reaction if an additional 10,000 American marines were ordered to Shanghai?—We cannot see any reason to object to the reinforcement of the marines should the United States deem such necessary for the maintenance of peace and order after the withdrawal of the British and French forces. The correspondent suggests that the latter reply indicates it is possible that American marines may take over the defence sectors of the International Settlement at present held by the British and French forces.
