ENVOY OF TURKEY TALKS AT KREMLIN HITCH EXAGGERATED MOSCOW WARNING (Reed. Oct. 18, 10.30 a.m.) LONDON, Oct. 17. A message from Istanbul states that the Turkish Cabinet met at Ankara and examined a report from the Foreign Minister, Saracoglu Bey, on his talks with the Soviet leaders in Moscow. The Turkish Cabinet rvas to forward fresh instructions to Moscow. A message from Moscow states that the Turkish Foreign Minister is proceeding to Turkey to-night. Although the negotiations were not concluded it was reliably stated that he was taking fresh Soviet proposals not precluding a continuation of the talks. The Moscow correspondent of the New York'Times, Mr. G. E. R. Gedye, reported yesterday that the completion of the Russian-Turkish negotiations was proving most difficult, causing reports of a last-minute hitch. Serious View Taken “Diplomatic circles in Moscow believe the reports emanating from Istanbul of a breakdown in the talks and the concentration of Soviet troops on the Turkish frontier are exaggerated,” continued the correspondent. “The authorities regarded the reports so seriously that they complained to correspondents of British papers that the publication of such reports constituted a grave political matter. The correspondents established that they were not responsible, suggesting that the rumour was deliberately spread by quarters anxious to upset the negotiations. "France and Britain continue to be satisfied, and are confident that the Turks are protecting French and British interests.”
