BRITISH BY-ELECTION (Oct. 9, 9 a.m.) LONDON, Oct. 6. Sir Dymoke White (Conservative) has been returned unopposed for the Fareham seat in the House of Commons. This is the first ease since the decision of the parties to avoid byelection contests during the war. He replaces Sir Thomas Inskip, who has been created Viscount fcaldecote. r
