PLAN FOR EXPANSION FULL PEACE STRENGTH INTENSIVE TRAINING (Reed. Oct. 9, 9 a.m.) WASHINGTON, Oct. 7. The United States- Secretary for War, Mr. Harry Woodring, has announced the Government’s intention to expand the army to its full peace-time limit of 280,000 and also the unprecedented winter mass field training of seven new streamlined divisions, comprising more than 65,000 men. This expansion involves 53,000 additional troops. While the limit has already been authorised, specific action by Congress concerning appropriations and other details is necessary. Whether this may expected to be taken at a special or the next regular session is dependent on the length of the Neutrality Bill debate. Regarding Mr. Woodring’s reference to seven streamlined divisions, these include five organised last month and two being organised under the expansion scheme. The unusual character of the training plan is shown by the fact that the annual field training lasts, in ordinary times, a fortnight. In contrast, three months or more are now proposed. A report from Balboa says that the United States Army has ordered a black-out of the canal zone some time on Tuesday night next. No reason has been given.
