PROTECTION OF RIGHTS UPPER HOUSE DEBATE (Per Press Association.) WELLINGTON, this day. Four bills were passed by the Legislative Council yesterday afternoon. When the Visiting Forces Bill was being, considered, the Hon. M. Briggs expressed concern lest New Zealand soldiers overseas should be subject to British military law. The Leader of the Council, the Hon. D. Wilson, said that reciprocal bills had been passed in other parts of the Empire and the English measure provided for control of New Zealanders by their own law. After further discussion, he said he would have the matter considered to make certain that the rights ot New Zealand soldiers would be protected. The bill was passed. The Land and Income Tax Amendment Bill, Finance Bill No. 2 and Industrial Conciliation and Arbitration Amendment Bill were also passed. The Statutes Amendment Bill was referred to the Statutes Revision Committee. The council adjourned at 5.50.
