BALTIC COAST STATES AIMS OF SOVIET (Reed. Oct. 4, 3 p.m.) LONDON, Oct. 3. The Tallinn correspondent of the British United Press states that the Rifeslart-Hstdriiah treaty has been ratified. , According to a report from Moscow, the newspaper Izvestia indicated that Latvia, Lithuania and Finland are expected to sign pacts with Russia similar, to Estonia’s. It adds that Estonia has shown a worthy example to other Baltic countries, and the hopes of arresting the growth of a great sea Power have been crushed.
