SEA SAFETY ZONE
AMERICAN COASTS PROBLEM PRECIPITATED (Reed. Oct. 5, 9 a.m.) WASHINGTON, Oct. 4. The “safety zone” for shipping 300 miles from the Pacific and Atlantic seaboards of the American republics, approved at the Pan-American conference, has precipitated an interesting problem. Officials pointed out that German liners, which are now safely quartered in South Atnerica, could ply between the United States and Latin America, staying within the prescribed limits of the zone and’ be immunised against attack by Allied warships. It is expected that Britain and France, however, would strenuously oppose this since it would tend partially to nullify the blockade.
