Shop rents were governed by the law of supply and demand, whereas there was almost a permanent shortage of housing accommodation. The bill, as amended, applied to houses that had been converted into flats either before or atfer the passing of the legislation. Mr. Schramm added that the comm.ttee considered that places of that kind should be dealt with. Arising out of the decisions of the court.;, it was deemed necessary to mcfucie a clause covering dwellings where there was common use ol conveniences. The next amendment, Mr. Schramm said, gave power to make regulations controlling charges for residential accommodation in any premises with attendance or services. A new clause authorised the making of regulations with application to New Zealand as a whole or to any specified part of the Dominion.
