RED ARMY MOVES TROOPS ALONG BORDER DEMANDS REPORTED HARBOURS FOR SOVIET (Elec. Tel. Copyright—United Press Assn.) (Reed'. Oct. 3, 9 a.m.) LONDON, Oct. 2. The Riga correspondent of the New York Times reports that there is nervousness throughout Latvia, fob lowing the disclosure that 20 Soviet divisions have been moved from tli® Estonian to the Latvian border. The Soviet's chief demands are:— (:> A r.t w trace giving Laban and Windau as Soviet exports harbours. 12) . A non-aggression pact similar to the one wiih Estonia. (3) The right permanently to station warships and a division of the Red Army at Labau. A report from Rome says that a radio announcement states that Russia has invited Finland and Latvia to sign agreements similar to tire one between Russia and Estonia.
