WILL TELL IN THE END STRATEGY OF ALLIES AMERICAN’S OPINION WATCHFUL WAITING (Elec. Tel. Copyright—United Press Assn.) (Ilecd. October 2, 9 a.m.) NEW YORK, Sept. 30. The New York Times’ military correspondent, Mr. G. H. Archambault, writing from Paris on the effect of the Russc-German accord on military operations, says it seems the Allies must continue the strategy of watchful waiting.' ; - The German peace offensive at present dominates the situation. Some suggest the Nazis, banking on the Allies’ determination to avoid “rash offensives,” may be satisfied .with guarding the West -Wall while they consolidate the diplomatic and economic front in East Europe and the Balkans. The retort to that is that even with Russian, and possibly other, aid mastery of the seas will tell eventually. During the watchful waiting stageonly minor actions can be expected Nevertheless local operations are im portant when correlated with preceding operations, the general purpose being to place the French advanced lines in a position favourable to future progress or for withstanding a German offensive it and when it comes.
