THE ARMS EMBARGO
REPEAL NECESSARY AMERICAN NEUTRALITY (Reed. Oct. 2, 9 a.m.) NEW YORK, Oct. 1. A formal report of the Foreign Relations Committee on the Neutraltv Bill, the debate on which is to be held on Monday, declared that the repeal of the .arms embargo was necessary for the maintenance of neutrality. The Washington correspondent of the New York Times says that the report strengthens the move to concentrate the debate on the embargo issue, excluding all other aspects. It is stated unofficially that the administration senators believe that a strict cash-and-carry clause may replace the 90 days’ credit provision. A message from Panama City states that a sub-committee at the PanAmerican Conference approved the Argentina project of the Americas trading in foodstuffs and unwarlike manufactured goods with belligerents. The draft incorporates the majority of Argentina’s proposals to exclude foodstuffs and non-warlike materials from the contraband lists.
The delegates created a permanent advisory committee consisting of a representative of each of the 21 American republics to sit in Washington for the duration of the European war to consider the best means of lessening the effects on the Americas.
