ARMAMENTS MINISTRY
NEW FRENCH DECREE (Reed. Sept. 22, 1 p.m.) PARIS, Sept. 21. A decree creates a Ministry of Armaments under the direction of the Minister of National Defence. It is responsible lor all supplies of armaments, chemicals and explosives, and controlling all factories.
