RESTRAINING VIOLENCE CAPITAL OF POLAND INFLUENCE TN AMERICA GESTURES TO FRANCE (Elec. Tel. Copyrisht—United Press Assn.) (Reed. Sept. 22, 11.50 a.m.) LONDON, Sept. 21. The Berlin correspondent of the Associated Press of Great Britain says that well-informed circles declare that, the lack of decisive military action by Germany against Warsaw constitutes subtle propaganda designed to influence the United States Congress in connection with the discussion of the Neutrality Act. It is not expected that shelling, bombing and violent attacks will be directed against the capital of Poland while important decisions are being made at Washington.
Herr Hitler’s friendly gestures to France and his assurances that the Reich had no war aims against Britain'and France are regarded as directed towards keeping the United States from the war.
