TREATMENT IN RUMANIA AGREEMENT REACHED • (Reed. Sept. 18. 11.30 a.m.) BUCHAREST, Sept. 17. The Rumanian news agency states that a complete agreement lias been reached between the Government and the German minority leaders concerning the treatment of the German minority. The German representatives expressed satisfaction at Hie Government's measures, which were verified in the course of a visit to the minority districts.
