WAR ON OPEN TOWNS

GERMAN VIEWPOINT REPLY TO CHAMBERLAIN (Reed. Sept. 18, 9 a.m.) BERLIN, Sept. 10. The German Official News Agency in a long reply to the statement of the British Prime-Minister, Mr. Neville Chamberlain, about German bombing of open towns in Poland, repeats the charges against the Poles of using ail towns, whether strategic or otherwise, as a support for military operations. It claims that there are many instances where German pilots were killed when their machines were brought down. “Mr. Chamberlain is turning things upside down when he says tile declaration is a contradiction of HenHitler’s statement on September 1 not to wage war on women and children,’’ says the agency. “The German Army will not bombard open towns if they are not used for military ends.”

A message from Bucharest states that the President of Poland. M. Moscicki, has sent a message to President Roosevelt stating that German aeroplanes “bombarded methodically and with premeditation open Polish towns and villages.” Thousands of civilians in towns without military objectives were killed and wounded.’

An official statement issued in Berlin on Saturday was that Germauy would not bomb open cities and would refrain from using poison gas and bacteriological warfare, provided her opponents do not. The announcement answered the French and British prewar inquiry and followed the ultimatum to Warsaw.
