Another new factor is the admission, during the past three years, of 'many thousands of refugees, driven by, persecution from what are >;how enemy countries. |;j These considerations have been -taken into full account in the present policy and, apart from known agents And sympathisers with the Nazi regime, who were immediately segregated, the restrictions • placed on enemy aliens over J 6 years of age are ionfined to .th<J, necessity of registering'and restricting their movements to an area within five miles of their registered address. These enemy aliens number about 50,000, of whom some 35,000 are Refugees. Local tribunals are, however, to be Set up forthwith to examine each Case individually and to report on the appropriate action.
