OPPOSITION ORGANISING STRATEGY OF BORAH (Reed. Sent. 15. 9 a.m.) NEW YORK, Sept. 13. Senator Borah, leading the Senate bloc opposing the proposed amendment to the Neutrality Act, announced that he was prepared to fight to the last ditch. The fight seems likely to be one of strategy. This group intends making the vote on the amendment tantamount to a vote as to whether the United States will participate actively in the war. Senator Borah intends broadcasting over a nation-wide network tomorrow to lay the groundwork of this strategy. RETURNING FOR SERVICE (Reed. Sept. 15, 10.30 a.m.) NEW YORK. Sept. 14.. The Australian, Donald Thomson, has resigned -a Rockefeller Fellowship and is returning to Australia for warservice.
