PROTECTION OF RIGHTS
UNITED STATES’ ACTION RESTRICTION OP TRAVEL (Reed. Sept. 15. 10 a.m.) WASHINGTON, Sept. 14. Mr. Cordell Hull, Secretary of State, in a formal statement said that the United States reserves all rights under International Law and will adopt .measures seeming to be most practical and prudent when her rights are violated by any belligerent. He detailed legislative steps restricting travel by belligerent ships and loans and credits, and added: “The restrictions do not constitute a modification of the principles of international law: they rather require the United States nationals to forgo the exercise of certain rights until Congress decides otherwise.”
