BRITISH APPOINTMENT (Kli’C. Tel. Copyiiglit—United Tress Assn.) (Iliilisti 0 flic ini Wireless.) Reed. 9 a.m. RUGBY, Sept. 13. The King has approved of the appointment of Mr. V. A. L. Mallei, counsellor in His Majesty s Embassy at Washington, to be His Majesty’s Envoy Extraordinary and Minister Plenipotentiary at Havana, succeeding Mr. 11. A. Grant-Watson, who will retire later in the year.
