DANGER OF AMENDMENT FULL DEBATE WANTED (.Reed. Sent. 14, 12.30 p.m.) WASHINGTON, Sept. 13. After drumfire protest by some Senators that an amendment of the neutrality legislation would involve .the United States in war, the Pres;den', Mr. Franklyn D. Roosevelt, tosummoned Congress to a special session at noon on September 21. The leaders of both Houses were invited to confer with the President the day before.

Mr. Roosevelt is anxious to limit tfie session to the neutrality issue and o finish as soon as possible, but a number of senators, notably Senators Borah, Vandenberg and Nye, have declared that they insist on a full debate but without filibuster.
