ARMS EMBARGO REPEAL

WASHINGTON POSSIBILITY ROOSEVELT CONFIDENT (Elcc. Tel. Copyright—United Press Assn.l (Reed. Sect. 12, 9 a.m.) NEW YORK, Sept. 10. President Roosevelt is confident,that two-thirds of the Senate favour a repeal of the arms embargo clause of the Neutrality Act.

He is concerned, however, lest the threatened filibuster should prevent an immediate adjournment of the session after the necessary legislation had been approved.

The President is determined to call a special session of Congress and is likely to issue a summons before the week-end. He is anxious to avoid a protracted debate because an unfortunate impression may he gained in European capitals that there is a national division.
