The demands of the Maritime Union comprised a 40 per cent wage' increase and a £SO bonus for members of the crews of ships passing into the war zone. The owners of the liner President Roosevelt having agreed to negotiate on the demands, the ship sailed six hours late, with the American flag floodlit, and her name painted in huge letters on her hull. She carried 254 passengers, of whom two were Americans. Four Americans who had booked passages were refused passports. CREDIT FOR BELLIGERENTS (Reed. Sept. 8, 11 a.m.) WASHINGTON, Sept. 7. President Roosevelt has ruled that short term commercial credits for belligerents are permissable under fhe Neutrality Act.
