A cablegram from Shanghai quotes a report from an unimpeachable source to the effect that Japan has askecl England and France to withdraw their army and navy units from China on their own initiative to avoid untoward incidents. The Japanese vice-Foreign Minister, Mr. Sawada, told the English, French, Polish and German. Ambassadors that Japan was gravely concerned at the attitude of the Powers toward the Sino-Japanese war and he drew attention to the desirability of eliminating all causes of incidents between the belligerents.
