DUKE OF WINDSOR (Reed. Sept. 5, 3 p.m.) LONDON, Sept. 4. It is reported that the Duke of Windsor has offered his services to the Government. The Duchess is offering to volunteer for war work. INSISTENCE IN BULGARIA MUST REGAIN NEUTRAL (Reed. Sept, 5, 9 a.m.) 7 LONDON, Sept. 3. The Sofia correspondent of The Times states that Bulgarian public opinion and the press are unanimous that Bulgaria must be neutral. The Great War left wounds that have not yet completely healed.
