FRESH NEGOTIATIONS
DISPUTE WITH JAPAN MOVE BY SOVIET (Elec. Tol Copyright—United Press Assn.) (Reed. ScdL 6, 10 a.m.) LONDON, Sept. 5. A Moscow message states that the Soviet Foreign Minister, M. Molotov, met the Japanese Ambassador in Moscow and suggested the possibility of fresh negotiations to end the Russian-Japanese frontier dispute. In Tokio it is stated that the Foreign Office formally notified belligerents and the United States of Japanese neutrality in the European war. ,
