RESERVISTS TO RETURN (Reed. Sept. 4, 9 a.m.) . BERNE, Sept. 1. Switzerland has decreed a general mobilisation to-morrow. A message from New York stales that the Consul-General .tor Switzerland, in 'bold newspaper advertisements, has instructed Swi‘S reservists living in Canada and the United States to return to Switzerland immediately and rejoin their units.
