While it is not thought that a .full supply for industrial and other purposes cannot be maintained, regulations controlling mining production have been issued as a precautionary measure, and full control over the mining industry is assumed so that the position can be watched carefully. “It is considered that there is no reason whatever why existing units of production cannot maintain a supply of coal adequate for all purposes?’ an official statement says, “but in times of national emergency there is a factor of lessened manpower available for the production and probable increase in the requirements of customers, especially railways and shipping services. “Problems' which arise in situations of this kind involve careful consideration and prompt attention, and it is very desirable that the necessary powers should be available for immediate use.

“Finally, people car. be ' assured that there is no need for undue concern in regard to coal supplies in the immediate future, and an appeal to the public and to large industrial concerns is made that they should refrain from taking any special steps to build up abnormal stocks, thus avoiding any possibility of temporary embarrassment to the mining industry."
