"It will no' doubt be appreciated by all that in such a state of emergency as has now arisen the conservation of our oil fuels is a matter of prime importance,” said the Minister of -Supply, the Hon. D. G. Sullivan, today. ••Regulations gazetted to-day provide for the appointment of an oil fuel controller, who is charged with the imolementing of a rationing scheme to conserve our supplies. The general administration of the scheme will be carried out through the Post and Telegraph Department. “It is the Government's desire to allow the commercial community to continue its activities with as little disruption as possible until the full extent of the emergency is known and visible supplies coming forward can be estimated with a measure of certainty. Possible Modification “On the other hand it has been considered necessary in the .uitial stages of the scheme to restrict entirely supplies of motor spirit to owners of cars used for private and pleasiue purposes. “This general restriction, of course, may be modified in special cases wnere t can be proved to the satisfaction of the district controllers and sub-district controllers who will be administering the scheme on behalf of the oil fuel controller throughout the country that he supply of motor spirit to any particular private vehicle is in the circumstances essential.

"It is hoped that the motoring public will accept the measure of inconvenience which will be placed upon them n the initial stages of the scheme of control in the spirit cf patriotism that ■: so essential to combat the emergency with which we are now all faced. Lifted As Soon as Possible "It is hoped that it will be found possible to relax the restrictions as soon as it can be ascertained what .applies of motor spirit are coming forward to the Dominion and what prospect there is of obtaining further egular shipments. "The motoring public can be assured that it is the Government’s wish that the restriction now imposed shall be lifted as soon as possible, but until such time as the extent of the emergency is known with any degree of certainty the co-operation of the users concerned is sought to enable tne activities of the commercial community .0 preoeed in their normal wav.”
