FRANCO’S RADIO APPEAR (Reed. Sept 4, 1 p.m.) NEW YORK, .Sept. 3. The correspondent of the United Press of America in Madrid states that, anxious to remain neutral, General Fran'co appealed by radio to the European Powers to prevent the war spreading to other nations.
