(Elec. Tel. Copyright—United Press Assn.) (Reed. Sept. 1, 11.30 a.m.) MOSCOW, Aug. 31. The Minister of Defence, Marshal Voroshilov, announcing in Parliament an increase in. the army, said that it was a warning to their enemies not to dare to attempt to violate Soviet soil. “We know war will be cruel, but that we shall be victorious,” he declared. He also announced that the army and navy had been doubled in the last three years. < Half a million men are expected to be added to the Russian army as a result of the new -laws announced by Marshal Voroshilov. The increase is being efected by reducing the conscription age from 19 to 17 years. Both houses of the Soviet Parliament approved the new conscription laws.
