Lord Maugham, the only member of 'the British Cabinet who is absent from England, to-day commented that conditions iim Europe were not as -bad as people thought. lie said that the move by Germany for a non-aggression pact with Russia was by no means an .indication ot close German-Soviet friendship. “Russia is probably equally willing to sign similar pacts with a number of nations, including Britain,” he said.
