TROUBLES IN EUROPE OPINIONS OF 'DIPLOMAT INFLUENCE OF HITLER (Elec. Tel. Copyright—Unitod Press Assn.) (Hoed. Aug. 11, 9 a.m.) WASHINGTON, Aug. 9. Only a miracle can provide a peaceful solution of Europe's troubles, Count' Jerzy Potocki, the Polish Ambassador to the United States, told press representatives on his return from Warsaw, prior to visiting the Under-Secretary of State, Mr. Sumner Welles. Count Potocki left no doubt that he considered l that war or peace depended on the course Herr Hitler finally elects to pursue. He felt that Herr IlitTer might, against all outward appearances, decide that the summer was the last possible moment that Germany might start a war with any chance of success. The Polish. Ambassador expressed the opinion that the coalition against Germany will be overwhelmingly strong by the spring.
