LENDING PROGRAMME (Reed. August 2, 3 p.m.) WASHINGTON, August 1. The House of Representatives refused to adopt a rule to consider President Roosevelt's lending programme, thus killing the measure for the present session. The Senate which passed the measure by 52 votes to 28, had reduced the sum to £390,000,000.
