Pa: ry, when he opened the biennial ct r fcrcnce of the New Zealand Ccun.ies’ Association to-day. He >said that almost without excep„ion, the evidence placed before the i’a rli amenta ry comm i t tee suggested .hoe was some need for reform and ..hat the existing methods were unalisfaetory. The commi.tee had considered a suggestion that there should be a commission of inquiry to examine thoroughly the whole problem if local government, but it felt that such a commission could do little other than to suggest that something ought to be done, and : that had i.ready been admitted. It could not be suggested that a commission could inailv and definitely re-plan local government.
