NEW ZEALANDER’S PLAN “BOARD OF DIRECTORS” (Reed. July 20, 10 a.m.) LONDON. July 19. A New Zealander, Mr, Sydney Jacobs, advocated at the Empire Chambers of Commerce congress the establishment of a permanent Imperial Trade Council representative of Britain, the Dominions and the Colonies. “The business of the Empire,” he said, “is large enough to require a board of directors sitting constantly in London. Although it would not have plenary powers in the beginning, its authority could gradually be extended.”
