DISCUSSIONS IN TOKIO SIR G. PA'ISH’S CHARGE JAVA N’ S A OUT E PROB I, 10 AIS ECONOMIC MOVES URGED (Klee. Tel. Copyright—United Tress Assn.) (Reed. July 20, 10 a.m.) LONDON, July 19. Sir George Paish, in a speech in Manchester, said that after several months of jresidence in Japan, he was convinced that Japan was acting almost entirely under the direction of Germany in the Tientsin incident, reflecting Germany's world-wide campaign against Britain in .order to confront her with great possible difficulties. Japan was facing acute economic problems. Her businessmen foresaw disaster if she was unsuccessful in China. World-wide economic collaboration was imperative.
“We are within sight of a complete breakdown of world trade,” he said, “which is absolutely inevitable unless international collaboration is undertaken.”
Nearly 40 per cent of the world’s spending power was based on borrowing, he added. It was frightening to contemplate what would happen when borrowing stopped. Economic co-operation alone would save Europe from war and induce Japan to hold her hand in China.
