AMERICAN REVISION POSTPONEMENT EFFORT SENATE CO NT lIOV ERHY QUESTION OF EMBARGO (Klee. Tel. Copyright—United Tress Assn.) (Reed. July 12. 2 p.m.) WASHINGTON, July 11. The Foreign Relations Committee of the Senate voted, by 12 to 11, to postpone until ithc next session of Congress the consideration of the neutrality legislation. A postponement would be a serious blow ito the Administration's hopes to obtain a measure free of the arms embargo. It is believed, however, that -the Democratic leader. Senator Barkley, may seel; to take the issue to the floor of the Senate, despite the committee’s action, or the President may call ia special session of Congress immediately alter the adjournment. Meanwhile Senator Key Pittman has disclosed that he placed before the committee a joint resolution giving the President power to restrict foreign commerce with any member of the Nine-Power Pact which discriminated against American nations.
