Gerald Balfour speaking at Manchester gaid that Lord Kitchenor s offer to Botha was that the Transvaal should first be treated as a Crown Colony. The repre sentative would be admitted and finally a responsible Government would be granted. Tho offer was still open. Beoeived this day at 8 56 a m. London, Nov 28. The Paris correspondent of the "Times" says that Bannerman has heretofore been the chief Evangelist with French Boers. His last speech declared that annexation was inevitable came as a terrible shock to his admirers interpreting, his attitude as a selfish device to oust the Unionists. Twenty thousand horses were shipped to Tiume, in Hungary, for South Africa. The Netherlands Railway Coy. of South Africa sued Garrett Fisher for a libel. The King's Bench and Jury found that the plaintiffs were aliens and enemies and a verdict was returned for defendants.
